    The developer has completed at least two projects and handed them over within roughly twelve months of the promised date — checked against public records and announcements, not brochures.

    Title & permit cleanliness

    Land title registered at NAPR (Georgia's public registry), a valid construction permit, and no litigation flags on the parcel or the developer.

  3. 03

    Financial resilience

    Financing that does not depend solely on pre-sales; a developer that has operated through at least one market cycle, with a pipeline proportionate to what it has actually delivered.

    Contract quality

    A preliminary purchase agreement registrable at NAPR — giving the buyer priority over the developer's creditors — plus a clear handover specification and delay penalties.

    Honest yield math

    Advertised returns defensible against market data. Batumi's realistic net rental yield is 6–7%; we treat any 'guaranteed return' language as a failure of this criterion.

    Utilities and sewage capacity, walkability, noise and smell in the actual micro-location, year-round livability — not only how the street feels in July.
